Sending out quotes to members from site

I’m looking at sites like www.oneflare.com.au/ and www.serviceseeking.com.au and am wondering if there is a plugin or something that can be utilised in a WordPress site to emulate the same actions.

Basically people answer some questions on a form and then the answers are dispersed to a select number of people registered with the site.

I run a membership based site and currently the form request goes to all members. I’d like to find a way of sending it automatically only to those eligible to receive the form based on the criteria filled out.
