Sending Multiple Copies

Hi,
I have a list of around 8,000. I have tried various servers, both Windows and Linux and issue still happening.
wp_mymail_actions shows that sunscribers do get multiple copies as the count is more than 1
Any guidance in resolving this issue would be most welcome
