Sending "Form Letter" Emails

Hello,
Our group is trying to set up on our website a page with a pre-typed letter, input fields where visitors to the site can input their name and email address, and then send the letter to their elected politicians. Pretty much like the one on this page:

Can the Contact 7 Form do this?
