Sending Email

I just want to know if my setting on delivery speed is 400 per hour:

If i send 2 email at the same time to the different email group, so the delivery speed will be :

1. 400 email delivery per hour for each email sent (2 email = 800 per hour) ?
2. 4oo email delivery per hour for both email ?

and i f the answer is number 2, should i create another wordpress website so that i could sent email to different group of email?
