Just released version 2.1.0 which has this capability.

Navigate to Appearance > Customize > WooCommerce > Cart PDF and you can enable this feature.

Nice futere, the email looks strange:
This is a part of the text in the email:

<p>A user has downloaded their cart as PDF, and is attached to this email.</p>

Is it possible to change the email layout?

Let me push an update so the email is sent as HTML.

You can modify the body of the email using this filter

apply_filters( 'wc_cart_pdf_admin_copy_body', $body, $customer );
