Send SMS on new order on client

Hello guys.
We need to send SMS to client on new order. We want to setup this as a feature which is not connected with order statuses as an order can go from on-hold to processing or to go to processing status if it is already paid.

Can we do this?

It may help if any sunction exist so we can fire this when a new order is created.
