send employers email notification when candidate submits resume

Hi, my client has purchased the WP JobManager plugins, and requires a feature which apparently only BuddyPress can do (WP Job Manager cannot). My client needs Employers to be sent email notifications when employees role:”candidate” upload resumes. This is to be regardless of them applying for the employers job vacancy. So ANY resumes uploaded will generate a notification sent to any employer who has become trussandframejobsaustralia paid advertisers…

How do I achieve this?
