The client wants to integrate a flashcard system, where users can study with question and answer cards. I need detailed information on which e-learning system to use in WordPress, Semseilms seems like a good solution. Semsei has it integrated or is it a separate plugin. If so, I need to know how to use and configure the flashcards and how to program them to repeat and space them based on user responses.

Sensei Pro provides a suite of Interactive blocks, one of which is a Flashcard block:

You can add these blocks directly within the lesson content like you would add any other WordPress blocks (such as paragraph block, image block, etc).

The client already has the questions/answers. Can they be imported into your system in bulk?

The interactive blocks (including flashcards) cannot be imported in bulk based on text data. However, the regular quiz questions can be imported in bulk via CSV files:

I also need to know the plugins needed to manage subscriptions, accept payments, track study statistics and results, billing, course specifications, setup and presentation, course progression, 

Generally speaking, Sensei Pro allows you to sell Sensei courses by integrating with WooCommerce. This allows you to sell your courses via Subscriptions, accept payments, and manage billing entirely via WooCommerce.
