Hi, you might be able to add an extra input field following these instructions. and here is the solution from PayPal forum.

Hi, in regards to my reply above I just realized that the instruction will remove the Tax from all your items. In other words the instructions will not work in your case because you want to exclude individual items from adding a sales tax. Sorry for providing the wrong solution. The filter above would need extra code added.

Unless someone can offer a better solution, here is my work around:
Use the Simple Paypal Shopping Cart for physical purchases, setting Paypal up as instructed for generating sales tax.

On a separate check out page for services, generate a button specific to the service. There is an option to enter zero tax within the button’s settings. Use this on all items without tax.

If there is a better solution, please do let me know!

Your solution is the best one for now.

The other alternative of course is to follow these instructions.

    Regards.

Thanks for the feedback. The link you provide is for the WP eStore cart vs. the Simple Paypal Shopping cart. Does the Simple Cart have that same feature?

No, it doesn’t that is why I shared the link above for the eStore plugin. This plugin kind of represents the Pro version of WordPress Simple PayPal Shopping Cart plugin.

I am marking this thread as resolved, no replies in 2 months.

    Thank you

Thank you. I determined another cart would serve my needs better.
