Selling in-house advertising by the click

This was dropped in my lap today and I am a little in the dark about plugins, apps or services that might be our solution. I have a lot to learn…
We would like to sell by-the-click advertising to retailers in our region (BC and Washington state).
Is there a plugin, app or service which would be best to count clicks and/or serve our ads. Essentially we want an app or service which provides reports that advertisers can be confident have not been “edited” or clicked in-house?
We know Kama Click Counter and Counterize II, but they don’t track IPs so I doubt advertisers would trust their count.
Any suggestions much appreciated.
