are you using firefox?
This looks like a firefox (44.0?) behavior, it doesn’t depend on the theme update ?? but on the firefox update.
Here’s a temporary fix:

So, add this to your custom css:
btn:focus, a:focus { outline: none !important;}

Yes strangely it only happens on Firefox!
