Select list options appear behind pop up window while editing ticket status

In the modal pop up for example (while in a ticket, hit edit ticket status button, pop up comes up) when I click on any select boxes the options appear behind the modal and are unselectable, unless i use keyboard only…almost like the z index is low but that doesn’t seem to fix it…. i disabled cloudflare on my wp-admin url just to make sure it wasn’t a caching issue but the problem still exists. Any ideas?
