seems to be an error after installing

I have used wordpress as long as its been out but this morning I installed wordpress and when I go to the admin
https://www.domain.com/wp-admin I get an issue where an upgrade.php file is running and I get this error and can not login to the admin end of a fresh install.

wp-admin/upgrade.php?_wp_http_referer=%2Fwp-admin%2F

This appears as soon as you hit enter after wp-admin so I am stuck as to why this is happening and as I say its a clean install
