SEEKING: Shopping cart plugin that accepts "COD"?

I’m building a site that will help two groups transfer inventory back and forth between each other. Making a “shopping cart” would work well, but there really isn’t a clear “payment” involved. Is anyone aware of a shopping cart that can be set for “COD” type payments? I’ve looked around but all the ones I’ve found have fairly sophisticated payment gateways.
