Seeking shared photo uploading plugin

I’m a Cub Scout den leader and pack webmaster. We have single posts containing pictures from individual events. I’d like to enable parents and other leaders to be able to upload additional photos (maybe up to 50 at a time) that I’d approve before posting.

Would prefer not to go to third party like Flickr, but to keep the photos on the site.

If you have a non-plugin way of managing this, I’m interested.
