As for what you asked:

1. You can untick Words contribute to payment,and the same for Visits, Images and Comments. Then set the Basic payment to 0.01. It should do.
2. There’s nothing like that. You, as the admin, should pay the writers and then mark their posts as paid. That’s how the plugin is designed.

@diablojunk if you are still unable to access the site, please contact me to webmaster -at- thecrowned -dot- org and we can arrange this without the site. My host told me they have certain IP filters that could be preventing some users (especially indian and chinese) from accessing the site. Sorry for the inconvenient.
