Secure Employee File Directory plug-in?

I have a few clients that would like a private directory for employee files (handbooks, memos, etc.).

They don’t want a directory listing the files present … they want to organize, add, edit name, etc. with ability to create different logins, for Admin, HR, Production, etc. and specify which files are visible to each.
