WordPress is installing that file as part of its automatic updates. Loco can’t prevent this from happening.

If the “Author” translations in that screenshot are yours, be aware that since WordPress 4.6 the “System” file will be loaded instead.

If you make your own translations in Loco’s “custom” folder they will override both files and so this shouldn’t be an issue.

in answer to your question, it’s located under wp-content/language/plugins/ but don’t waste your time trying to delete it. Just override it.

How do I go about this? Do i add the custom folder via FTP? Or is there a tab im missing? Thanks!

    Documentation here: https://localise.biz/wordpress/plugin/manual/msginit#locations

There is no tab for creating folders. If you have FTP access, that should work.
