Search Register Won’t Load (Internal Error) On Windows Server

Hi All,
Like Many others that have posted I my site crashes or gives an “internal server error” whenever I try to open the Search and register page.
The page will hang and then read
“The page cannot be displayed because an internal server error has occurred”What I find curious is that I have tested this on two sites.
Both running WordPress 4.5
One is on a Linux Server using PHP 5.3 and the other is a Windows server using PHP 5.4.
And it is the Windows Server that keeps having the internal errors.There are no caching plugins.
All other plugins have been deactivated.
In “Setttings” The file size limitation has been reduced to 100.
php “memory_limit” is 4000M
I’ve removed thumbnails cache.I pasted in the code suggested here:

And I even downloaded previous version from the WordPress Plugin Repository;

installed 9.43, and upgraded to 9.61 as suggested here:
However, when I ran both 9.43 and 9.61 the page would hang, eventually giving the error, or downright crash on the Windows server.
As I said the Linux has no problem.
I’m curious why would it work on one and not the other?
Is there some setting I can adjust on the hosting end?Thanks in Advance,
