Search Console Error “Couldn’t Fetch” sitemap

My Google Search Console is saying “Couldn’t Fetch” for my sitemap: https://onlinemarriagepreparation.com/sitemap.xml. The sitemap is valid. When I try Inspect Url in Search Console, it says it’s being blocked by a robots.txt file.

When I go to the URL for https://onlinemarriagepreparation.com/robots.txt, it shows this:
User-agent: *
Allow: /wp-admin/admin-ajax.php
Disallow: /wp-admin/

Sitemap: https://onlinemarriagepreparation.com/sitemap.xml

I do not have a physical robots.txt file on my site, although I DID have one a couple days ago that I removed. Could it still be cached on Google’s index, and could that cause this problem?
