Scrolltrigger box intermittent, cookie settings maybe?

Hi , this plugin is amazing, but sometimes I cannot tell if it is working or not. I added to the following pages, sometimes it appears and sometimes not.

I used the show page if and added both the url and slug title. I can view when I am logged into the website but not when logged out. Is this because of the cookie settings?
