Scroll Then Stick?

in the PRO version there is an option (in beta) that does about what you say.

This option sticks the floating buttons to page content and will only be visible when the reader is in the “content”.

could you try to turn off the JS minify in W3 Total Cache?

Perhaps this could be the cause.
Make this test and let me know.
