Scroll difference

I installed Easy TOC & it is inserted automatically in my pages / articles.
What I dont understand is why in one page I have a smooth scrolling :
https://www.seren-alim.com/boulimie/And in another page that is almost a copy of the first one, I have a anchor-link behaviour.. and whenever a click is done on a title it then keeps it on another color:
