Screwed up characters please help!

Alright so I had weird square characters on my blog yesterday and it was suggested that I switch over to utf8. That was helpful and I did it. Fixed the squares.

I did and now I have weird “A” and upside down question marks with 1/2 after it.

Can anyone tell me how to fix this ASAP. I have a big newsletter scheduled for later and Im out of luck right now!
