Screen options expansion problem

Ever since I upgraded to 4.0 my screen options have stopped expanding. Even on the widgets page the sidebar widgets which worked perfectly fine are not expanding, I mean when I click on the small arrow on the side of the button nothing happens.
I tried everything like deactivating all the plugins and then reactivating one by one and still nothing. I even tried to change the wp-congig.php file.
Their is a small way when it starts working until I refresh the page.
I use jetpack on my website and use site stats provided in jet pack. At first when I am on dashboard, nothing happens, I can’t even see the site stats. Then I configure the stats, and suddenly after I submit and the page refreshes the screen options starts working until I refresh the page again.
I also see a javascript error on my post page where I upload image. I see the message “you have a problem with your javascript” message.
I would highly appreciate the help for you all.
