Scope Resolution Operator Bug

Thank you @dandv , @dlindgren , @_devc , @vtxyzzy and @jrf !
You’ve been discussing various topics, which are currently closed. It’s about these:

1. this topic
2. throwing PHP errors
3. ReflectionException when used with NextGen and Fast Secure Contact Form
4. Conflict with Fast Secure Contact Form and NextGEN – ReflectionException
5. Scope Resolution Operator (::)

With these topics, I think I can reproduce the issue, and therefore, I can fix it. Better to say, I’ll review @jrf ‘s gist in order to fix this. I cannot guarantee it will be soon, but it’s on my radar.
