Scope of automated translation (pre-installation question!)

Before I install the DeepL Plugin, I need guidance on what it COULD do once installed. I have a particular legacy blog (and translation issue) that I need to fix asap.
PAST to CURRENT situation
My old blog used to be mixed-lingual DE-EN in the way that most articles only appeared in ONE of the two languages. The (outdated) mqtranslate plugin made sure that if you were browing the English blog (english menu etc.), German articles would be displayed where there was no English translation/version and vice versa. As the plugin is no longer supported (and only runs up to WP 4.3), I must replace it asap.
I am quite satisfied with DeepL and consider to use it for the blog.
QUESTION about display configuration
Can I configure DeepL also in the way that it would display ‘the other’ language if a translation is not available?
QUESTION about AUTOMATED translations
The other option would be to automatically create translations (for headlines and/or texts) where there are currently none – in both directions. The question is if the plugin can handle all three different situations
– Articles in English where German is missing –> create German translations
– Articles in German where English is missing –> create English translations
– Articles where we already have both languages –> do nothingCan anyone help with either of the two questions?
