Scheduled posts publishing 10 minutes late

Good morning,
I had a few website difficulties over the weekend with an apparent DDOS attack. Since then I have been experiencing some issues with scheduled posts.
I’ve noted that any posts I have scheduled to publish at a specific time aren’t publishing for a further 10 minutes (approx.)
I have WP Missed Schedule enabled, so I wonder if that is picking up the missed post 10 minutes later. But this obviously doesn’t explain why it isn’t working normally as it has done for years.
Furthermore, my social autoposter isn’t autoposting to Facebook/Twitter. I’m not getting any errors in the log now, however this did pop up at 3am yesterday

My first thought is server/Wordpress time, but these are both correct. So I am at a bit of a loss as to what the issue is.
I have WP-Crontrol install and at the top it says “The DISABLE_WP_CRON constant is set to true. WP-Cron spawning is disabled”. However, this is not something I have changed so I assume that has always been the case – and I believe it should be disabled as I use caching and Cloudflare.
