In https://webpagetest.org/ it tells you how much it thinks you can save.
In a few jpg images it says should save about 15KB, but I reduced by 5-8KB.
What is the difference here?

Do you have the metadata removal turned on? Try that and see if it makes up for the rest.

No I only have date and copyright lines in metadata.

Then you still have metadata, and webpagetest.org expects you to remove that. If you want to post links to a couple images, I can test it for you and confirm whether it is just the metadata causing the discrpancy.

I confirmed with webpagetest.org they are using a lossy comparison at 85%.

Aha, the only way to achieve lossy compression (for JPGs) is to use the jpegmini feature. It’s much better than doing a flat compression at quality 85 (don’t confuse those with percentages, they are actually somewhat exponential in nature). Drop everything to 85, and you WILL be able to tell the difference. Use JPEGmini, and you will usually get better compression, and you will find it very difficult to find any difference between the original and the compressed version.
