saving section as template doesn’t save section padding

I’m trying to use a section template in order to replicate the header across my site.

I created the header section and saved it as a template. Among the settings I changed were the section padding (I don’t like the ENORMOUS default padding).

I tried to insert the section elsewhere with the template widget. It works, except the section has the default enormous padding.

What’s wrong?
