Save button missing in Gutenberg editor

  • My Gutenberg editor has no Save Draft button.

    I have disabled plugins, but no joy. I looked at the page via Inspect, and as best as I can tell, it’s not being loaded at all.

    If I use the Classic editor, the Save button is there.

    This is a real problem, as I have no way to save the post other than to publish it.

    Any idea what could be causing this?
