Save and Publish button has disappeared in my Powen Lite Theme

I have lost the “save and publish” button necessary to finalize changes when updating. I have a “save” button which only saves the updates in admin mode but does not allow changes to be published. I tried deactivating my plug-ins but that did not appear to be the problem. I do see the “save and publish” button flash briefly when moving between dashboard and customize but it disappears.
