Same sub category under two parent categories

Working on the navigation of a new travel portal website. Created several parent categories with children and grand children on my local server just to get a better picture. Just realized I have several child categories (locations) that appear under three parent categories: destinations, holidays and specials.How can I fund a better solutions for this?
Second, all main categories are pages as well. I guess they can better be pages – wrapped in templates – so they can be reworked, but I can make several category overview pages as well. What would be the best method?

NB Structure:
1/home
2/destinations – locations – accommodation
3/vacations – location – accommodation
4/specials – location – accommodation
5/booking page – several forms
6/Facts page – several fact sub pages
6/About us – about and contact
