same coupon can be reused for Each Item in one order?

I checked a lot, but did not find a way to create a rule like the one in that article.
Anyway, I would like to explain further more for you to avoid misunderstand:
1# Let’s say we have create a coupon code of 1232123 with 1 dollar (fixed amount) for a product with 20 dollar.
2# If a customer add one item of a product into cart, that coupon with 1 dollar will be applied automatically.
3# If customer add 100 items of that product into cart, the same coupon should be applied 100 times accordingly, and that mean the coupon will be reused as the same times as the item quantity in the cart.
By this way, customers will be much clearly how much discount they will get, and how the discount rule is running, I mean we would like to share much clear upon discount rules.
Does it support this rule? or did I miss anything please?
