Sales tax being applied to product fee even though it’s set to be off

We have the tickets/product for this event set to not collect sales tax and it’s working correctly for the product price, but it’s still calculating for for the product fee. We’ve tried a whole bunch of things, but we can’t get it to not calculate sales tax on the product fee. Is this a bug or perhaps something we’re not doing right. From everything I can tell our settings are accurate.

You can test yourself by adding the the ticket to your cart, checking out and setting your location to be any address within in Rochester, MN, (if you need zip code you can use 55902).

Let me know if there’s any other info needed to troubleshoot.
