There isn’t a way to only show on sale products from a certain category via a shortcode by default though. This part will take some customization. Either you will need to customize it (or hire a developer), else you can manually enter in the product ID’s with this shortcode: https://docs.woothemes.com/document/woocommerce-shortcodes/#section-8.
