Safari dropdown nav menu & stylesheet

While in Safari (windows) the nav bar menu fails to open the submenu on hover or click.

While in Safari or IE it also mis-colors the selected menu items because it appears the “child theme” style sheet is called before bootstrap. As a result, you cannot override the style.

I am told by the theme developer (Child Theme Configurator) that the parent theme is determining the order of the style sheet and unless you call the child last, this cannot be fixed.
