s3 lazy load and getshifter

Hi,
we’re using getshifter that generates static content from wordpress, and while doing some checks I discovered the following file is missing on everything.
I’m wondering if someone can tell me what it does and where its supposed to come from.
This is the file missing from the generated static website, by getshifter.
