    I’ve tried both re-running the wizard and clicking “Skip Setup”, but the prompt keeps coming back. I’ve also tried deactivating and reactivating the plugin, but no luck. Any advice?

    It could be another plugin causing interference.

    Have you tried disabling all other plugins, except for WooCommerce, and then disabling the prompt to see if it comes back up?
