Ruleset applying to My Account page

I’m noticing that enabled rulesets are applied to our website’s My Account page, specifically the page where users can add payment methods: /my-account/add-payment-method/

Example: My website has two payment methods – credit card and eCheck. I have a couple products that I want to enforce the use of eCheck only, so I created a ruleset for those products which disables the use of credit cards. I’ve noticed though that when this ruleset is enabled, if a user goes to their My Account link to add a payment method to their account, and their cart is also empty, then the ruleset is applying the logic and only allowing the user to add an eCheck payment method. If I add an item to the cart, then I’m able to add a credit card as a payment method on the /my-account/add-payment-method/ page.
