The contact form is created in the en_US locale (LTR). See Contact Form in Your Language and create a contact form in the he_IL locale.

MY WP has both English and Hebrew as installed languages.
Do you say that I *have* to use Hebrew as my WP admin UI for the contact form to support RTL typing text direction?

BTW, My current WP UI is English and I prefer it this way.
