This problem seems to occur frequently judging by a Google search I made. However, I can’t find the solution to my problem.

I’m using the TwentyEleven theme. It includes the required functions for header and footer display. I can’t locate a reference to admin-bar, so I don’t know if it was turned off by a plugin, but it displays fine on my local server.

I’ve removed plugins, but that made no difference.

    Where to next?

Apparently, the Admin bar is now called the Toolbar. However, that doesn’t solve my problem.

I’ve retried with a different theme and still no toolbar.

There has to be a reason for the toolbar not displaying if it’s not the theme or plugins. Surely someone has encountered this issue before with the same symptoms.

I forgot to post the solution, if you can call it that. I added /wp-admin after the URL and was able to gain access, after which I restored the Meta widget.
