    I donwloaded multiple csv files for users using this plugin. When I go to import them to the new site using the same plugin I get an error, “Row does not have the same columns than the header, we are going to ignore this row”.
    I’m not sure how to export users in a way that doesn’t get that error. Some of the lists only have 3 users.

    The number of users is not important for this. It seems to be some problem with export format.

    Could you open the file with LibreOffice Calc and check how many columns exists in first column and the next?

    I opened it with Excel. Looks like 156 columns.

    As I told you, please use Libre Office Calc, this is much better to manage CSV than MS Excel.

    And please, check the columns in every row to check if there is some difference.

    Please remove this file immediately. This is personal data!!

    You have to check if some row has more columns than the first one.
