Rollback button not shown if only one theme is installed

  • The active theme on my website is “Twenty Twenty-One”. No other theme is installed.

    The Rollback button is not shown for this theme, but if I install (and keep inactive) any other theme, then the Rollback button for “Twenty Twenty-One” starts showing.

    Is this a normal behavior?
