Roles and Capabilities customization???

I’m trying to figure out what controls which plugins end up being displayed in the control panels for users with different roles. For instance, “Administrator” obviously shows everything, yet “Editor” shows *some* of my plugin features, like “Polls” and “Reports” but not some of those I would like it to, like “Subscribe2.” It seems so random. And I can find nothing in the code of the plugins themselves that seems to be triggering it.

I have played around with Role Manager but it doesn’t seem to have this custom capability functionality without some significant code changes to the plugins themselves. For instance, adding the capabilities_list hook doesn’t work properly (the button will show up in role manager but it will do *nothing* when activated.)
