Roles and Capabilities

I am currently setting up some more users on my WordPress account so that they can publish some guest posts. I want them to also be able to answer any comments themselves that are posted on their posts: which role level do they need to be at before they can do this, as I don’t seem to be able to work it out from the Codex.
