Roles and Capabilities

Are Roles and Capabilities only an option within VFBPro? Or should I be able to do so as described here https://support.vfbpro.com/support/solutions/articles/4000045573-custom-admin-user-permissions
I’ve tried using the members plugin and manually adding cap with add_cap but it is not working.
