Role related to “Manage Reusable Blocks”?

Hi there,

On two of our sites, our editor can access the “manage reusable blocks” page, on the third, she cannot. I have looked through the list of roles she has on each site and cannot find the culprit. Please, can you tell me which role I need to assign her?
