Role not being assigned for one of the plans

I have 2 plans, monthly and yearly. Some months ago I’ve assigned a role for each.
Now I need to change that role. I remove the current role, and try to assign a new one, but it only works for one of the plans. For the other when I drag it, nothing happens.
