Role conflicts with Administrator

    Some users have two roles, administrator and coach. Those users cannot approve or disaprove new users. And they also cannot fill in a field that is only visible to administrators.
    Is it because of a User- of Membersetting I have missed or is it something else?
    I hope somebody can help me.
